How to File a Change in Key Personnel Amendment

If any of the key staff identified in the Notice of Award changes during the course of the project period, then grantees must notify their ANA program specialist. A change in key staff, such as the project director, will require a grant action. Written prior approval must be secured from ANA if key personnel will be absent for more than 25% of the project implementation period or more than three months.

  • Hello. My name is Dawn David, and I'm with the EasternRegion Training and Technical Assistance Center for ANA. Today's video will provide guidance on understanding and managing your administration for NativeAmerican Grant Award. The topic we will be reviewing today is changing key person and/or your AOR. This tutorial is designed to assist grantees with the process of changing key staff or the authorized organizational representative, or the AOR. This amendment is required when adding newly hired staff or replacing existing staff that are designated as key personnel, an example of this would be a project director, or changing the AOR that was identified in your notice of grant award. The learning objectives for this tutorial are to provide an overview of the required documents necessary for a personnel or AOR change, and a demonstration of the submission process through grant solutions.
  •            The submission requirements. Some of the documentation required for a personnel and the AOR changes are the same. Either action requires a cover letter from your tribal or organizational governing board and a standard form 424. The difference between the two actions are that you will need to include a resume and a PIPD form for the new staff person for the personnel change. A resume and a PIPD form isn't required for the AOR change; however, you will need a tribal or board resolution documenting the change instead.
  •            Now we will move on to the grant solution demonstration on submitting your request.Once you log into your grant solutions account, this is probably what it might look like. You'll select the grant that you want to make the amendment, and you'll click manage amendment, and this will bring up the screen. Since this is going to be a new amendment, we'll click new. We will select the change in PIPD and create amendment. These are instructions here. If you wish to see them, you can click on the PDF to view the directions. The change in the project director, this is where you'll find the PIPD form by clicking enter online. The form will pop up that you'll fill out for this one.
  •            This is what it looks like. This is what the PIPD form looks like, and you can either select a person that's already included if it's available, or if it's a totally new person, you'll just fill out these fields and click validate address and save. You'll be entering your standard form 424. You can either enter online with this button here, or you can upload a paper or an electronic file if you upload it through this button here. The cover letter upload, and this is where you'll upload your cover letter that is required. Also, use this file upload for your resume that you need to include for your PIPD or the tribal or board resolution for the AOR change. Once they're submitted, the statuses here will change, they'll indicate that they're successfully uploaded, and then from there you can click verify submission.
